I don't know how old your daughter is, but has she been checked for acid reflux? Laryngo-pharyngeal reflux can cause laryngospasms, where the vocal cords (which you must breath past to get air to the lungs) slam shut due to some trigger such as acid, water in drowning, post nasal drip and the like in certain people. IF this is a true choke episode where breathing is not just difficult but IMPOSSIBLE -- can't speak, can't breathe in or out etc. -- then chances are she is having these laryngospasms. You can do a net search, I have them and they are very frightening. It took many, many times the Rx dosage of PPI acid blockers prescribed by my doctor to get these chokes to stop -- unfortunately I have them back now because I am off the medication. My larynx is so overwhelmed by acid damage and post nasal drip I am choking constantly, with an irritated tickle cough because the upper airway is so fried. A good ENT or gastroenterologist can help diagnose this condition with tests which scope and look at the larynx, a PH probe test, a trial of PPI and by ruling out other breathing problems with lung function studies etc. Anyway it's worth asking about this condition if you have gotten no answers thus far and inhalers are not working. Typical attacks are, again, true chokes with NO breathing in or out and yes, they can be life threatening, which is why it's important to get treatment if laryngospasm turns out to be the diagnosis.
